Tom Moyane is a South African development economist best known as the former commissioner of the South African Revenue Service (SARS).

Tom Moyane was born on 31 January 1953 in Soweto. There is no information about Tom Moyane’s parents and early childhood. Tom Moyane attended the Eduardo Mondlane University in Mozambique where he graduated with a BSc in Economics.

After obtaining the BSc in Economics, Tom Moyane served as the national commissioner of the Department of Correctional Services and was also the chief executive of the Government Printing Works. Tom Moyane also worked as an advisor to the State Information Technology Agency. During the apartheid in South Africa, Tom Moyane was on exile in Mozambique and Guinea-Bissau where he worked as worked for their government departments.

Tom Moyane’s big break came in September 2014 when he was appointed as South Africa’s chief tax collector (SARS). However, on 19 March 2018, in order to “restore the credibility of SARS without delay” Tom Moyane was suspended from his post as the SARS commissioner by President Cyril Ramaphosa. President Cyril Ramaphosa took that decision because SARS had deteriorated under Tom Moyane’s leadership and public finances were being compromised. Tom Moyane was also heavily criticized for a controversial investigation that saw the departure of 55 senior staff and managers from SRAS. More so, the suspension was enacted because Tom Moyane refused to voluntarily step down. On November 1 2018, Tom Moyane was fired by Cyril Ramaphosa following the recommendation of the SARS commission of inquiry’s chair, retired judge Robert Nugent.

Tom Moyane disagreed vehemently with his sack and so launched a legal battle to get his job back. However, on 11 December 2018, the North Gauteng High court upheld his dismissal. Tom Moyane disagreed with the High Court’s ruling and so advanced the case to the Constitutional Court. However, on 4 February 2019, the Constitutional Court dismissed Tom Moyane’s plea, arguing that it “bears no reasonable prospect for success”.
